CHILD SAFEGUARDING

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE:

The post holder will be responsible for the overall successful management and implementation of the DFAT/AHP funded project to support crisis-Affected Households implemented in Magway and Sagaing regions . The project aims to improve Health, Child Protection, Education and Food Security outcomes for crisis affected communities including children, contributing to improvement of resilience for vulnerable populations via targeted and adapted approaches according to the unique needs and possibilities for the target groups/geographies.   

The project manager will plan and support the entire project. As consortium manager, project manager will coordinate with respective local partner for field implementation and international partner for coordination and reporting on overall outcome achievement. In addition, the position holder will also manage the performance and develop capacity of relevant project staff and local partners. The post holder is expected to dedicate an significant amount of her/his time with the team in the areas of intervention, to support and monitor the implementation of the project, consortium maintenance with international partner in coordination with HAO, APM of Area Office and TL and HoP from Country Office.
 

SCOPE OF ROLE:

Reports to Area Programme Manager

Reports (Technical/overall management) to HoP-Child Poverty

Reporting to this post: 1 Project Coordinator (Health), 1 Project Coordinator (FSL), 1 Project Coordinator (Education), 1 Project Coordinator (Child Protection) and 1 MEAL Officer

Budget Responsibilities: 1,500,000 USD / year 

Financial Approval: 10,000 USD 

External Representation: Regular contact with consortium partner, local partners, and other NGOs / organizations working in related sectors. 

Travel: Frequent (over (5) days per month to field/Yangon based on the tasks)

KEY AREAS OF ACCOUNTABILITY

Program Management

  • Manage the Multi-sector project in its entirety, ensuring efficient and effective delivery of project activities in targeted townships, including supervising proper project mobilization, preparation, and monitoring according to project plan.
  • Together with the HAO, APM and PCs as well as Child Poverty Team (SPM, HoP, thematic MEAL and Technical Lead), deliver this multi-sector project for the targeted community /beneficiaries
  • Lead on problem solving and overcoming of implementation challenges, while ensuring that participative management culture is built through involvement of relevant actors in the decision-making process. 
  • Lead on the targeting and verification exercises as required to ensure transparency and accountability in the targeting and selection of programme beneficiaries. 
  • Together with MEAL team, ensure that accountability and feedback mechanisms are established, and feedback points are set up including documenting and follow up on feedback received. 
  • Ensure implementation of and compliance to the SOPs and other operational manuals designed for the implementation of the programme.
  • Coordinate and work with the project teams and partner for project implementation, including engagement with Technical Leads and Advisors from multiple-sectors when and where needed.
  • Provide support and supervision to the staff to ensure successful implementation of programme, and provide opportunities for staff development. Develop capacity building plans fit for project purpose and in line with the staff development and succession plans. 
  • Ensure proper budget management, including budget planning, phasing, expenditure, financial monitoring and reporting in line with donor requirements and as per SCI Scheme of Delegation.
  •  Through monitoring and field visits, provide supervision and management guidance to staff to ensure quality and timely implementation of the project, within defined budget and in line with the key performance indicators.
  • Define programme supply needs through the development of Procurement Plans and coordinate with the logistics team and program coordinators to put in place a practically phased procurement plan.
  • Identify budget variances and communicate with HOP on major variances and solutions identified.
  • Coordinate with HOP and awards team to prepare requests for budget revisions, realignment and other grant modifications. 
  • Coordinate and work closely together with the HAO, APM and PCs in everyday management, detailed work planning, etc. 
  • Coordination as a Consortium Manager with respective international consortium partner for monitoring, reporting and communication.
  • Address any project-related issue timely and raise any potential risks or issues to the HAO, APM, HoP. 
  • Undertake additional tasks that are relevant to program management and activity implementations that may be assigned by his / her line manager or technical lead, including the development of new project proposals and the response to emergencies, in the area or at country level. 
  • Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

 

Coordination & Communications 

  • Stand as main representative of SCI for DFAT/AHP funded multi-sector project, internally and externally, in particular within the different sectors and cluster (national and regional level).
  • Conduct field monitoring visits with PCs 
  • Ensure flow of information and coordination between Head of Area, Area Program Manager,  Project Coordinators in all implementation area in daily operational and program-related matters to foster exchanges and good coordination, with a focus on multisectoral programs managed by the Head of program and supported by Child Poverty Technical Lead. 
  • Facilitate field visits by donors and Save the Children CO. 
  • Ensure high quality, accessible information about the project and its achievements are available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.) 
  • Represent SC in relevant forums when required by the HoP and Technical Lead. 
  • As PM/Consortium Manager ensure close coordination with respective consortium partner and coordination with Donor based on needs.

 

Project Reporting: 

  • With the support of the PCs, prepare and submit project reports. As per donor requirements, this will include semi-annual progress reports, annual report, final project report, monitoring findings/briefs/reports (baseline, PDM, endline etc.), market monitoring report, ad hoc monthly/biweekly repots (to be confirmed with donor) 
  • Prepare ad-hoc project briefs, when required by donor 
  • Participate in monthly award review meetings (Area level) and provide detailed inputs when needed in regards to monthly project review process

 

MEAL

  • Together with MEAL focal, ensure the project have fully functional accountability mechanism and information is analysed to inform programme adaptation and risk mitigation 
  • Ensure quality benchmarks are successfully implemented in all project activities and that ongoing analysis informs programme adaptations and quality improvement in coordination with TL, HoP, APM and MEAL team 
  • Discuss quality (i.e Quality benchmarks) and performance monitoring (i.e IPTT analysis) findings during program coordination/review meetings, regular monitoring visits, review MEAL reports to highlight key project strengths and areas of improvement, 
  • Supporting MEAL data analysis with coordinate MEAL Officer / MEAL Assistant and Area MEAL Coordinator 
  • Creation communication channel among Head of MEAL/ Program Leads / MEAL Coordinators and MEAL Officer

PERSON SPECIFICATION

Essential

  • Bachelor’s degree is mandatory, master’s degree to be considered as advantage.
  • A minimum of 7 years’ experience implementing projects at least 2 years’ experiences as Project Manager level.
  • Good written and spoken English. 
  • Very good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
  • Excellent knowledge of project management cycle. 
  • Ability to work well in a team, train other staff, and demonstrated experience in efficiently managing a team. 
  • Excellent interpersonal, communication, and presentation skills.
