ROLE PURPOSE:
Since January 2011, Save the Children International (SC) has been the co‐Principal Recipient (PR) of three grants under the Global Fund to fight AIDS, TB and Malaria (GFATM) funded program in Myanmar.
Procurement and Supply Management are a core function of the PR’s responsibilities and are essential for achievement of grant deliverables. The Supply Chain Manager is responsible for ensuring the availability of high quality medical commodities to support HIV, TB and malaria program implementation. Under the direct supervision of Senior PSM Manager, the Supply Chain Manager will work closely with the procurement team as well as the program team within the Global Fund Unit at SC Myanmar. This is a large and complex program with average running stock in Myanmar of $3 million, procuring over 300 different items each year.

Reports to: Senior PSM Manager, SC-PR in Myanmar

Budget Responsibilities: None
Role Dimensions: Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community
KEY AREAS OF ACCOUNTABILITY :
- Ensure that SR forecasts and SR Supply Chain budget are reasonable, in line with program needs, policy compliant, and within the approved budget
- Lead the collect and review of the SR stock information
- Lead the analysis of the SR stock information and recommend actions to minimise shortage and expiry
- Lead the SR stock allocation process when the shipments arrive
- Lead the Product and Warehouse lists update
- Lead the SR supply chain performance monitoring through KPI and recommendation process
- Support the monitoring of the SR Good Storage and Distribution Practices of health product by joining monitoring visits
- Lead the forecast allocation by township for the import permit request to the National Programs
- Engage with National Programs for the smooth supply of commodities via State/Region
- Lead the response to the National Programs for any request related to supply chain.
- Manage the incinerator operation and solve the ad-hoc issue like insurance and security.
- Build capacity PR and SR staff capacity in supply chain management
- Collaborate with internal stakeholders on supply chain management
Child Safeguarding Responsibilities
- Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding amongst staff members.
QUALIFICATIONS
- Bachelor’s degree in pharmacy or supply chain required. Masters of Pharmacy or any other post graduate diploma in supply chain, or pharmaceutical/health related fields considered an added advantage.
EXPERIENCE AND SKILLS
Essential
- Minimum Five (5) years experiences in Procurement and Supply Management of health and pharmaceutical products
- Working experience with INGO in Myanmar will be an asset.
- Excellent computer skills, specifically with Microsoft Office (Excel, Word, Outlook)
- Burmese language is a must and good working knowledge of English (spoken and written) required.

- Good analytical skills with the capability to focus in detail
- Excellent interpersonal skills
- Ability to develop and foster relationships both with SRs, Save the Children, GFATM/LFA colleagues, National program responsible as well as other key PSM stakeholders working in Myanmar
- Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
- Commitment to Save the Children’s mission and values
- 2 years of management experience
