Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Provide leadership and overall oversight of the development, implementation and quality assurance of Positive Youth Development approach in the Vikina project, the new Resilience Food Security activity funded by USAID/BHA in the Atsimo Atsinanana Region.
He/she will ensure that the activities carried out in the fields of youth empowerment will enable the programme to achieve its objectives.
*The Positive Youth Development approach is a holistic approach of youth empowerment that promotes the “5Cs” : confidence, competence, connection, character and caring. In the context of Vikina, youth empowerment activities will include supporting vulnerable youth and first-time parents on coaching programs to develop transferable life skills, promoting healthy behaviours, use of existing services and equal parenting responsibilities, and on facilitating creation of decent and viable livelihoods for young people through technical and business-related skills training and asset transfer. Most activities will be implemented through a peer-based approach with community members volunteering as local Mentors and Youth Learning Champions as role models.

KEY AREAS OF ACCOUNTABILITY:
Project implementation
Responsible, in coordination with other component managers, for developing a Positive Youth Development (PYD) strategy, including links and contributions with other components of the Graduation approach.
Leading in developing and/or contextualizing training curricula and implementation plan for all PYD activities, in close coordination with other coaching & mentoring activities planned in the Vikina project (ie. Livelihoods training, business-related skills training)local mentors,.
Facilitate training of trainers and refresher training for local mentors on PYD training curricula.
In coordination with eh GESI Manager, contribute to the cross-cutting integration of gender equality and social inclusion by featuring content in core mentoring topics discussed with coaching and mentoring groups and ensuring that these groups are gender- and age-segregated to ensure meaningful participation of young women and men.
Overall management and coordination of PYD activities.
Hold accountable of budget management responsibility for the project including monitoring budget vs expenditure
Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies
Programme quality and MEAL
Establish clear and compelling objectives with teams and individuals and monitors progress a Programme quality and MEAL
Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
Ensure production of high quality donor reports, internal narrative reports, and collection, analysis and dissemination of relevant information and data relevant to the programme.
Work closely with the Consortium lead’s MEAL team to develop Monitoring & Evaluation plan during the contextualisation period for the PYD component of the programme and track on its implementation across the different cohorts of the Vikina project.
Ensure that a feedback and reporting mechanism is in place and that information on available communication channels are adequately shared with all youth participating in the Vikina project.&
Work with the Chief of Party, GASP Advisor, MEAL and Collaborating Learning and Adapting teams to ensure that Activity learning and best practice is applied and adapted
Work closely withSave the Children National MEAL Coordinator and technical specialists to document good practices and lessons learned to promote learning on youth interventions to inform future project
Ensure that the design of the PYD activities is refined and finalised during the contextualisation phase based on consultation with youth and other relevant stakeholders.

Ensure adherence to safeguarding and security regulations by personnel directly engaged in activities under his/her supervision
Identifying partners’ and local mentors’ technical capacity building needs and in conjunction with the Coaching & Mentoring Manager, devise a plan for capacity development.
Coordination and representation
Maintain regular communications with the Graduation and Social Protection Adviser, Coaching and Mentoring Manager and Gender Equality and Social Inclusion Manager with regards to on-going activities
Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of SC to representatives of other organizations.
Management
Pending to request from the Consortium lead organization, participate in the recruitment of local mentors who will facilitate discussions in coaching and mentoring groups.
Support and coach local Mentors and Youth Learning Champions to implement peer-based coaching and mentoring.
Ensure quality and timely implementation using a results-based management approach.
Work closely and collaboratively with local implementing partners to discuss PYD strategies and methodologies.
Continuously monitor activities and impact to identify potential problems and take timely decisions to resolve issues in collaboration with the programme managers and technical advisors

QUALIFICATIONS AND EXPERIENCE:
Required functional skills:
05 years of practical work experience of supporting youth empowerment (e.g. social work, creation/facilitation of youth mobilization, youth clubs, youth leadership, educational or vocational training, youth related business support)
University Degree in relevant social sciences, social work or gender studies,
Experience in implementing USAID/BHA-funded projects supporting youth empowerment is a plus.
Fluency in spoken French and Malagasy, good command of written and spoken English
Excellent writing skills and ability to write technical sections in a donor-ready manner.
Excellent computer skills: word, excel, power point, outlook
