CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Pharmacy officer is overall responsible for supporting field teams (including MHTs) on the safe and appropriate storage and dispensing of medicines through regular travel to the field. This may come through trainings, observations and development of Province-specific operating procedures. In addition, s/he will be responsible for maintaining an overview of Save the Children’s emergency buffer pharmaceuticals stock, and will ensure that it is appropriately dispatched and replenished using donor funds. Where appropriate, s/he may be requested to advice on medical cases. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. This role is expected to spend 75% of their effort with MHTs during their visits to service delivery points as well as the fixed sites.

KEY AREAS OF ACCOUNTABILITY:
Field Level Pharmaceutical Support
• Compiles all provincial consumption reports, analyse them & gives feedback to the MHTs based on the findings, ensures that the pharmacy assistants supports the implementation at MHT level. .
• Works in close association field supply chain to ensure that Save the Children’s global standard operating procedures with regard to medical warehousing through trainings, guidance and coaching to project staff, warehousing staff and field teams.
• Provide on job trainings to pharmacy assistants, warehouse assistants on pharmaceutical items management, warehousing whenever needed and orients the clinical staff on good pharmaceutical practices.
• Support the quality monitoring of field-level activities through regular contact (with field monitoring reports written that contain constructive feedback) especially on prescription audits & Pharmacy score card.
• Works with field supply chain responsible, H&N Manager to ensure that Pharmacy score cards CAPA is implemented & s/he follows it on a monthly basis.
• Coordinates all key pharmacy activities from field level to CO level in providing timely reports, sharing challenges in medical supply chain issues, monthly pharmacy meetings, quarterly reports & constantly providing updates to his the Senior Pharmacy officer,
• Provide the supportive supervision to warehouse / MHTs, & other district warehouses supporting the pharmacy assistants & dispensers in ensuring good dispensing practices are adhered to as per SCI standards.
• Ensures that pharmacy assistants conduct drug use evaluation at MHT level, share the feedback with the H&N Coordinator & follow up action points.
• Participate in bimonthly rational prescription audits, monthly PSS tool with the multidisciplinary team, nurses, doctors & H&N managers, and follow up action plans from findings.
• Mentor & provide coaching to pharmacy assistants/Dispensers on key pharmacy services standards required to improve good dispensing practices.
• Any other relevant roles & duties that might be allocated based on pharmacy activities by your line manager (Field H&N Manager) as well as Technical support (Snr Pharmacy Officer/and or Coordinator).
Management and Growth of Pharmaceutical Buffer Stock
• Supervise the overall management of Save the Children’s pharmaceutical buffer stock.
• To make sure that the pharmacy standards are respected at provincial warehouse & whole distribution cycle to the end user unit.
• To ensure pharmacovigilance including the immediate report of any problem with the quality of a drug, AEFIs in accordance with SCI & Afghanistan procedures.
• Ensures that technical support to warehouse officer in checking-up of medical equipment to ensure product quality especially upon reception of medical supplies at warehouse and in the MHTs and Fixed Health Facilities.
• Preparation of distribution plan for the pharmaceuticals, medical consumables and medical equipment based on average monthly consumption and needs for each MHT and Fixed Health Facilities.
• Support the Country Office to monitor stock levels on the Total Inventory Management (TIM) system by submitting the provincial warehouse monthly stock reports.
• Ensure a collaborated approach between pharmacy assistant with Supply Chain to dispatch medicines when new projects are launched, based on the needs of the project. After this is done, then will lead on replenishing these items through newly-secured donor funds to ensure that the buffer is maintained.

QUALIFICATIONS
Graduated from recognized pharmacy faculty or institute.
EXPERIENCE AND SKILLS
Essential
• Fluency in Dari and/or Pashto
• Competent in use of Microsoft Office, Word, PowerPoint and Excel
• 2 years of experience in pharmacy.
• Understanding of common medical warehousing standards
• Experience in capacity development and delivery of trainings
• Ability and willingness to travel often
• Flexibility & adaptability.
• Self-starter with positive attitude.
• Can work under pressure with minimal supervision
• Analytical skills & ability to take decisions at Field level.

Desirable
• Intermediate skills in English
• Previous experience in NGOs, UN agencies and/or donors
• Previous experience travelling to and working in insecure areas
• Existing working relationships with MoPH, WFP and NMHRA
• Previous experience in budget management within a non-profit agency
• Project management experience
