Title: KREASI Ecosystem Convener Specialist (ECS)
Location: Jakarta, Indonesia (with regular travel to the field – at least 70% of time)
CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people frequently (e.g. once a week or more) because they are visiting country programs.
ROLE PURPOSE:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for pre-school and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the investment of the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program.
KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to the interests, talents, and needs of each student, focusing on holistic, relevant, and sustainable education.
This program will synergize its strategies and implementation with the successful DFAT’s INOVASI program. This alignment ensures that KREASI not only adheres to proven practices but also complements Indonesia’s national education strategies.
The KREASI Ecosystem Convener Specialist (ECS) will lead the KREASI Ecosystem Partnership, providing technical support and working closely with local stakeholders and partners to achieve the program`s goals. The ECS will identify potential national and local partners, evaluate their fit within the ecosystem, negotiate partnership agreements, define collaboration terms and mutual benefits, and ensure partners are seamlessly integrated into the ecosystem`s operations. To maximize the program’s impact, the ECS will facilitate platforms and opportunities for ecosystem partners to collaborate on regular and innovative projects, leading the process to stimulate collaborative and coordinated implementation. The ECS will maintain regular communication with all ecosystem stakeholders to ensure alignment, address concerns, and monitor and evaluate the performance of ecosystem partnerships.
KEY AREAS OF ACCOUNTABILITY:
Strategic Planning
- Clearly define the primary objectives of the ecosystem partnership strategy.
- Establish Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) goals that align with the overall GPE strategy.
- Identify and map out the ecosystem, including existing partners, potential new partners, and key stakeholders, both at the national level and at each provincial and district level.
- Analyze the Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis related to the ecosystem and partnerships, and develop proposed strategies.
- Establish criteria for selecting partners based on strategic fit, potential value, and compatibility with organizational goals.
- Define the value proposition for each type of partner, highlighting the mutual benefits of collaboration.
- Create governance structures to oversee partnership activities, including roles, responsibilities, and decision-making processes.
- Develop policies and guidelines for managing partnerships, including conflict resolution, performance metrics, and compliance requirements.
- Other duties as identified by the team lead.
High Quality Programmes with Strong Evidence Based
- Identify Key Performance Indicators (KPIs) to measure the success of partnerships and the overall ecosystem.
- Ensure clear and consistent communication with internal stakeholders about the ecosystem strategy, goals, and progress.
- Close coordination with a national consultant or and with ecosystem convener innovation lead for take for adaptation and learning of the ecosystem model.
Advocacy for and with Children
- Collaborate with other teams, children and other stakeholders by providing inputs into design of Education and Child Protection components of national and sub-national advocacy, campaigns and related initiatives and raising the profile of KREASI program to promote GPE perspectives and build relationships.
- Ensure that learning from the field contributes to the development and implementation of GPE Education and Child Protection program and advocacy initiatives which also relate to GEDSI and Climate Change mainstreaming issues;; and support establishing links of the partner`s technical and implementation teams to link field-level advocacy to advocacy efforts at the national levels; also ensure strong and effective collaboration in developing and leading national Education advocacy and campaigns.
Monitoring, Evaluation, Accountability, Learning (MEAL)
- Collaborate with the MEAL team in the development of Ecosystem convener indicators and ensure that learning is incorporated into the ecosystem model
- Take leadership in the development of Education sector learning agendas.
- Strengthen technical expertise by incorporating learnings from key research initiatives, best practices, and various resources in partnership with the Ecosystem Convener Model.
- Present the Partnership and Ecosystem`s overall progress, strategies, learning and good practices, and support a robust learning culture where teams and individual staff can openly share successes and failures for continuous improvement at organisational and individual levels.
Brand and Reputation:
- Contribute to implementing partner are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all projects external stakeholders including program strategic partners
Communication and Representation:
- Maintain clear and effective communications with the KREASI team members and other program or support staff in the Save the Children Indonesia
- Ensuring communication flows effectively between program, partners and another external stakeholder
- Under the supervision of the Regional Manager, s/he will contribute to maintaining relationships with host government authorities of technical office up to provincial and district levels, donors and partner agencies, the GPE system, and local and international NGOs, including Save the Children International.
General : Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia`s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS and EXPERIENCE
Essential:
- Master`s degree in communication or relevant studies.
- A minimum of 5 years of working experience in partnership.
- Experience working with high-level government agencies, civil societies, NGOs and academics on issues related to Education and Child Protection, also have understanding on GEDSI and Climate Change.
- Recommended advanced fluency in both written and spoken Bahasa Indonesia and English.
- Excellent interpersonal, communication, collaboration, problem-solving, and negotiation skills.
Desirable:
- Experience in managing partners in different fields.
- Experience in conflict management.
- Experience in coordination with different actors, good knowledge of communication and how to persuade others.
- Commitment to and understanding of Save the Children`s aims, values and principles, including rights-based approaches.
