CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Roving Project Manager will support the program operation management in the overall coordination of the response and provide specific operational support to the Field Managers and Programme Managers as needed. This will involve regular travel to the field bases. The Roving Project Manager will have line management responsibility based on the agreed assignment as he/she is expected to cover for vacant positions or the absence of team members such as Field Manager, Project Managers as required. Key areas of focus will include: Programme Operations management staff capacity building, setting up- closing out of CO projects, and working with the CO Operations management to deliver on the key performance areas of program operations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE: Reports to: Director of Program Operations (DPO) (reporting line might shift based on the nature of the assignment) Staff reporting to this post: TBC Budget Responsibilities: TBC Field Travel: The job holder is expected to spend at least 70% of his/ her time in the field. |

KEY AREAS OF ACCOUNTABILITY:
Project Operations management: · In collaboration with the DPO, Senior Program Manager and PDQ Team, be responsible for overall coordination of programme implementation and for field delivery of high-quality programming in line with the objectives of response strategy and in accordance with donor requirements. · In close coordination with the PDQ Team, Awards Manager, Finance and HR, participate in the proposal design process and work with Field Managers to ensure that all programmes progress in accordance with award agreements, are completed within time and on budget · Lead project start up and serve as over-all budget holder for designated multi-site awards: support budget holders on budget management for individual projects and awards · Ensure timely supply chain support to programme operations, working closely with the Supply Chain function and FMs to follow up on major procurements and contracts · Ensure programmes are implemented in response to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures.
Capacity Building and partner support · Deliver capacity building and coaching to project team in programme planning (Detailed Implementation Plans, Procurement Plans, phased budgets and monitoring plans) and project cycle management · Lead on planning and delivery of a capacity building plan, building on the Rapid Learning Needs Analysis carried out for the response and drawing on the expertise and resource of the Humanitarian Capacity Building Team
Child safeguarding · Behave towards children in a way which reflects the Code of Conduct and Safeguarding Policy. · Support managers in the implementation of child safeguarding policy within the program cycle; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention. · Ensure that children’s activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.
Other: · Deploy to cover Operations roles in field offices temporarily as required · Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE
Essential · At least six years’ prior experience working in development/humanitarian field · Recognised management role in relevant technical areas at both field and country level · Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities · Experienced in project cycle management and programme planning in a humanitarian context · Understanding of budgeting and financial planning processes and procurement planning · Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working · Proven training, capacity building, coaching, and mentoring skills · Very strong attention to detail, problem solving skills, and ability to analyse trends · Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure · Flexible and able to travel at short notice as needed · Strong communication (written and spoken) in Arabic and English, and strong interpersonal skills, Cultural awareness and ability to build relationships quickly with a wide variety of people · Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems) · Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches · Ability to work within a team and in a matrix management structure
Desirable · Solid experience in more than one of the Save the Children priority sectors: education, protection, and livelihoods, health, nutrition
