CHILD SAFEGUARDING: 

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

 

ROLE PURPOSE:

The role of the Cluster Co Leads at sub-national level are that of a facilitator of the coordination process. The success of the sub-national cluster will be dependent on the level of participation and contributions that the Co-Leads can generate from the various actors in order to strengthen the response and achieve greater results. The SCI Co-Lead role provides professional technical, operational, and administrative assistance throughout the programming process for the nutrition programmes/projects, from development planning to delivery of results. In doing so, the incumbent implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluation, and reporting of results. The objective of this role is to ensure timely, effective coordination of the emergency nutrition response in the overall multisectoral emergency response in Rakhine State together with the SubNational Co-lead from UNICEF and to provide technical support for quality programming and context analysis. The incumbent will be based in Sittwe, Rakhine, Myanmar, liaising with the NCC, NGOs, UN, and other officials at the national level. The sub-national cluster Co-Lead is expected to manage frequent field monitoring visits to support technical aspects of the response as well as coordination work.

 

SCOPE OF ROLE: 

Direct report to: Programme Manager, Nutrition– Rakhine- (SCI) 

Dotted line to Chief of Field Office – Sittwe (UNICEF) and National Cluster Coordinator (UNICEF) 

Staff directly reporting to this post: None 

Role Dimensions: Works closely with the Nutrition Sub-national Cluster Co-Leads from UNICEF in Rakhine.

 

KEY AREAS OF ACCOUNTABILITY: 

  • Focus on thematic areas including Infant and young Child Feeding and Integrated Management of Acute Malnutrition IMAM scale-up, scale up of MAMI and strengthen the community management continuum of care and quality improvement/maintenance, trend analysis and continuous improvement and feedback to partners. 
  • Where appropriate, the adoption of simplified approaches to expand life-saving nutrition interventions to help monitor progress 
  • Capacity building of partners in IYCF/ IMAM and maintenance of a capacity building database
  • BMS Code monitoring, alignment of SBCC approaches 
  • Support work on the identification of bottlenecks and barriers and identification of solutions for improved treatment of acute malnutrition and scale up of relevant nutrition interventions
  • Lead the set-up of an appropriate system with the nutrition partners to generate up-to-date vulnerability data. This may take the form of regular assessments or light monitoring systems, as permitted by the operational and administrative constraints in Rakhine. The national cluster co-lead will aSlso engage with other stakeholders and cluster members so as to expand the collection of nutrition related data in relevant surveys and field work. • Situation analysis (linked to the above) and provision of updates and briefs as is necessary as part of the delivery of the advocacy and communications strategy for Rakhine, led by UNICEF. 
  • Develop a joint workplan between Co-Leads that will guide priorities and provide clarity on tasks and roles in Rakhine 

 

Details of the role

Service Delivery

  • In collaboration with the UNICEF co-lead and 4W process identify gaps in comprehensive nutrition services/interventions and strategies to fill them as required.     
  • Support rapid assessments as required to ensure changes in trends can be validated, information gaps can be filled and resources to respond mobilised accordingly.
  • Support identification of barriers and bottlenecks to nutrition service provision and lead on identifying solutions to ensure increased coverage of nutrition services and access by the affected population with a specific focus on screening and treatment of acute malnutrition.
  • Support adherence to the BMS Code is always maintained, including supporting the monitoring and handling of BMS donations appropriately and ensuring Nutrition Cluster partners adhere to the Code through their programmes. 
  • Strengthen the alignment of SBCC strategies and approaches for nutrition priorities in Rakhine, including but not limited to counselling activities, through development of a state approach to SBCC.
  • Facilitate and lead technical working groups/discussions at sub-national level (where applicable) in collaboration with co-lead

 

Information Analysis for Decision-Making and Advocacy

  • Analysis of nutrition sector data and information for the development of comprehensive situation analysis, technical briefs and advocacy materials in coordination with the Information Management Officer (IMO) and co-lead
  • Identify issues that require advocacy and engagement by the NCC, donors and other stakeholders and contribute to key messages for advocacy by NCC or interagency as required
  • Contribute to the development of a national  and communications strategy led by the SNC
  • Lead the development Rakhine specific advocacy agenda, in collaboration with the co-lead to address priority issues including on human rights, durable solutions, access to the population (TA), access of the population to services, permissions for surveys and assessments, as well as issues relating to camp and non-camp settings, IDPs and host populations and other policy issues as necessary based on areas of assignment.

 

Strategy Development

  • Ensure effective and coherent sector assessment and analysis to systematically track trends in malnutrition burden and service provision/access. Two sector assessments to be produced per year. To be developed through consultation, involving all relevant partners and demonstrating conflict sensitivity

 

Monitor and Evaluate Performance

  • Conduct regular field visits to areas covered by the cluster/sector.
  • Monitor and follow interventions by cluster/sector partners, support improvements in programming and delivery of quality support to strengthen performance, linking to capacity building and advocacy agendas

 

Capacity Building in Preparedness and Contingency Planning

  • Facilitating and supporting the delivery of a localization agenda in delivery of nutrition services/interventions 
  • Capacity development in key themes including CMAM, IYCF, MAMI, SBCC approaches, simplified approaches, monitoring and surveillance
  • Keep and maintain a capacity building database in order to track capacity gaps across different capacity building/ training needs.

 

Accountability to Affected Populations

  • Support cluster members to ensure utilisation of participatory and community-based approaches in assessments, analysis, planning, monitoring and response.

 

Interim multi-sector plan 

  • Support linkages to multi-sectoral response needs and strengthen humanitarian development nexus 

            

Reporting

  • Reporting line to the hiring organisation 
  • Collaborative working with colead (Unicef)

 

Workplan/Strategy

  • Developed with Rakhine Cluster lead and National Cluster Co-Lead (Unicef)

 

 

Output 

  • Bi-Annually Rakhine cluster work plan 
  • Quarterly updates (linked to the advocacy strategy) with situation analysis linked to surveillance data, trends and gaps 
  • Further outputs to be agreed on for alignment with cluster outputs and once Rakhine subcluster needs are established

 

Child Safeguarding Responsibilities:

  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, ageappropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

 

 

 

QUALIFICATIONS 

 

  • 4-6 years of experience of working in Nutrition-related humanitarian programmes
  • Education to BSc/BA/BEng level in Public Health Nutrition, or a related subject, or equivalent field 
  • Previous experience of implementing Nutrition projects 
  • Knowledge and understanding of the cluster system 
  • Experience of training and capacity building Nutrition staff 
  • Experience of representation 
  • Knowledge of institutional donors and experience of developing proposals 
  • Ability to write clear and well-argued assessment and project reports 
  • Excellent communication skills 
  • Strong influencing skills 
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
  • A high level of written and spoken English 
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
