UNDP Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development. Relations between the Government of Mozambique and the United Nations system were formalized in 1976. Geographically, UNDP interventions have a national coverage with focus on the provinces of Gaza, Sofala, Niassa, Nampula and Cabo Delgado, where it has a long-established presence and strong relationships with local authorities, communities and civil society organizations.

The work of UNDP Mozambique is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF 2022-2026), which describes the collective vision and response of the UN system to the Government of Mozambique development priorities and its Country Program Document 2022-2026 (CPD) and focuses on:

  1. Human development;
  2. Economic diversification and sustainable livelihoods; 
  3. Climate resilience and sustainable use of natural resources; 
  4. Peace building, human rights and inclusive governance

The UN joint programme on Unpaid Care, Disability and Gender Transformative Approach is part of a global joint programme funded by the UNPRPD Fund and implemented by six UN agencies: UNDP, UN Women, UNICEF, UNFPA, ILO, and OHCHR. Spanning Tanzania, Mozambique, Kenya, Colombia, and Panama, it aims to foster an intersectional approach to care system reforms. The programme seeks to understand and dismantle the multiple barriers faced by women and girls, including those with disabilities, in achieving economic justice and accessing necessary inclusive services. While striving for joint ambitions and common outcomes, the programme is tailored and adapted to fit the national contexts and unique characteristics of each country.

In Mozambique, the joint programme on unpaid care, disability, and gender aims to tackle key challenges faced by care workers, particularly women and those with disabilities, by recognizing and compensating care work, improving working conditions, and ensuring accessible support. Women predominantly perform care work, often balancing unpaid domestic tasks with professional duties, while women with disabilities face additional discrimination and lack of opportunities. The programme focuses on enhancing public services, training, and supervision for community health workers, and increasing collaboration with private organizations and NGOs. It prioritizes access to care and accessible services for persons with disabilities, inclusive policies, and specialized training for care workers. The ultimate goal is to value and equitably distribute care work, leading to economic empowerment, reduced gender inequalities, and a supportive society that upholds the dignity and agency of all individuals.

The Rule of Law and Human Rights Programme 2022-2026 is a whole of sector programme encompassing interventions of Access to Justice, Community Security and Human Rights, with a lifetime foreseen for the entire duration of the UNDP Country Programme Document. It is based within UNDP Mozambique’s Governance and Social Cohesion Unit and aims to strengthen the rule of law and the protection of human rights in Mozambique, by improving access to justice and community security, particularly in those communities affected by conflict and violence, and by strengthening the capacities of human rights mechanisms and institutions, thus contributing to bolstering the social contract in Mozambique.

Youth unemployment presents a formidable challenge in Mozambique, with a high rate of the youth population is without employment opportunities. This issue is particularly acute in rural areas, exacerbating existing disparities and hindering the country`s economic growth and social stability. The UNDP Mozambique CO has recently embarked on a new programming modality: Portfolios. 

In view of the challenge identified on youth employment, the creation of a comprehensive youth employment portfolio becomes imperative. This portfolio will serve as a strategic roadmap, integrating a systemic approach, leadership principles, and stakeholder engagement strategies to address youth unemployment effectively. By aligning with national development priorities and fostering gender-inclusive approaches, the portfolio aims to provide innovative solutions, skill development opportunities, and entrepreneurship support to empower all youth, particularly young women, thereby contributing to economic prosperity and social stability in Mozambique.

It is within the above background, the Governance and Social Cohesion Unit aims to recruit a Project Analyst – Gender to support the delivery of the gender programming within its work with specific focus on the unpaid care initiative, the gender aspects on the Rule of Law and Human Rights Project as well as the newly created Youth and Employment Portfolio.


 
Duties and Responsibilities

Under the overall guidance and direct supervision of the Team leader of the Governance and Social Cohesion Unit, the  Project Analyst – Gender will be responsible for the implementation, management and monitoring of the  Gender interventions within the Governance and Social Cohesion Unit, namely “The UN joint programme on Unpaid Care, Disability and Gender Transformative Approach” and the Gender components of the Project “Strengthening Access to Justice and the Promotion and Protection of Human Rights in Mozambique” as well as of the “Youth and Employment Portfolio”.  The incumbent will provide the direction of project activities, ensure the achievement of project targets and results, plans project activities and inputs, and manage the day-to-day implementation of the projects/areas of projects. The incumbent will further assist in the mainstreaming of gender equality and women’s empowerment within the CO.

The Project Analyst – Gender will be responsible for the following duties:


Work within UNDP and the UNSDCF 
  • Assist in the provision of strategic inputs to the design, planning, implementation, monitoring of and reporting on UNDP’s programme and projects;
  • Assist in the review, analysis and appraisal of development programmes and projects from a gender perspective; 
  • Contribute to and assist Project teams and UNDP CO in the preparation of a variety of project and corporate reports within UNDP and the UNCT and provide inputs to CO’s project proposals, reports, brief notes and speeches, ensuring gender language and issues are consistently mainstreamed; 
  • Contribute substantively to resource mobilization efforts.

Work with National Partners 

  • Provide assistance to Implementing Partners of theJustice Administration Sector: Ministry of Justice, Constitutional and Religious Affairs (including IPAJ, SERNAP and CFJJ), Police of Republic of Mozambique (PRM), Attorney General’s Office, Supreme Court in the design of their Gender strategies, in the design and implementation of training programmes, workshops and seminars related to Gender matters, including on Women Peace and Security; 
  • Assist in the effective application of RBM tools with a gender sensitive lens, including on the establishment of performance indicators, targets and milestones, and monitoring achievement of results, including from the gender equality perspective, capturing lessons learnt during the project implementation; 
  • Perform other duties as assigned. 

Performance Indicators for evaluation of results:

  • Rule of Law Project,  the Youth Portfolio and UNDP gender Projects, with tools to monitor gender mainstreaming and women empowerment;
  • Gender Project activities executed in line with UNDP corporate principles;
  • Timely and quality implementation of project against set workplans, timelines, and budgets;
  • Funds delivered in accordance to the approved Annual Work Plans;
  • Quality and timely reporting in line with the project’s needs and Country Office/donor/national partners’ requirements;
  • Facilitate knowledge and capacity building, knowledge sharing and advocacy; 
  • Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia;
  • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners;
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst – Gender will report to the Head of Governance and Social Cohesion Unit and work in close collaboration with the Project Managers of Rule of Law and Human Rights as well and the Youth Portfolio Team. 

The incumbent will assist in knowledge management and transfer of her/his area of specialty – Gender across UNDP stand.

Required Skills and Experience

 
Education:
  • Advanced university degree (master’s degree or equivalent) in Gender Studies, Political Sciences, Sociology, Development Management, or any other related field is required, or
  • A first-level university degree (bachelor’s degree) in the above fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional work experience at the national or international level in design, monitoring and evaluation of Gender/Inclusivity and Women Empowerment Projects;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Experience in project management, including experience preparing annual work plans and reports, and supporting the organization of project activities, such as trainings, workshops, project field visits is desirable;
  • Knowledge and relevant experience in working on gender equality and women’s empowerment is an asset;
  • Relevant experience in advocacy, policy and normative framework development at local or national levels, and experience in supporting networking is desirable;
  • Experience in results-based planning, Human Rights Based and Gender Responsive Approaches is an asset;
  • Demonstrated experience in working with women’s movement and civil society capacities is added value;
  • Very good communication, writing and presentation skills/experience.

Required Language(s):

  • Fluency in Portuguese and English is required.
