CHILD SAFEGUARDING
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE
The Senior Accountability and Learning Coordinator will be the focal point for Accountability across all programs in Myanmar, as per the Country Office’s Accountability Standard Operating Procedures. This role ensures that accountability to beneficiaries, donors, and other stakeholders is fully integrated into programs, focusing on learning from these mechanisms to continuously improve program quality. The Coordinator will facilitate capacity-building to support accountability and learning at all levels, ensuring staff can carry out their accountability functions effectively.
This role includes developing accountability and Learning mechanisms for consortium programs, establishing consistent standards and clear workflows for addressing and learning from feedback efficiently. The Coordinator will support the Country Office (CO) in quarterly and annual program Key Performance Indicator (KPI), Bi Annual SCHIP Indicators reporting, Annual QSA and Annual AAP indicators reporting . H/she will also generate high quality Accountability reports to document key learning and exchange it with larger program teamreporting and ensure that accountability and learning reports provide valuable insights for the program team. The Senior Accountability and Learning Coordinator will work closely with the MEAL, Child Safeguarding, and programme teams (Child Rights Programming and Child Rights Governance teams) to support accountability to children and communities. S/he will develop a capacity building Plan for SC and partners , aligned with global MEAL competency framework, and roll it out.
In addition to core accountability functions, this role will also support Sr. REL manager in generating, documenting, and disseminating high-quality learning insights from accountability mechanisms and program evaluations. S/he will support in maintaining Learning Log, tracking Learning agendas and conducting CO Learning self-asessments. These will contribute to a robust knowledge-sharing culture across the organization and consortia partners.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. During responses, the Senior Accountability and Learning Coordinator may be expected to participate in the Accountability to Affected People/Communication & Community Engagement Working Group on behalf of Save the Children (if established) to advocate for child-sensitive accountability approaches in the wider response. S/he will be closely coordinate with the ARO MEAL team and global Accountability and humanitarian Evidence working group to exchange key learnings and share best practices from Myanmar .

Role Dimensions: The candidate will work closely with HOPs, PMs,Sr. REL Manager MEAL Coordinators, officers, Roving Accountability officer and assistants, Consortium MEAL manager/ and focal points, Regional and Global Accountability working groups to ensure projects comply with SCI Accountability standards and exchange learning and best practices for program adaptations.

KEY AREAS OF ACCOUNTABILITY
Accountability Strategy and System
• Working closely with the Senior MEAL Manager, Child Safeguarding focal point persons and child rights advisor to design SCI’s approach to accountability to children and communities, setting down the minimum requirements (following the SCI Accountability to Children and Communities Procedure; SCI Child Rights Programming, Theory of Change and Programme Procedure; the Core Humanitarian Standard; and MEAL in Emergencies System Quality Benchmarks) and ensuring that it complements and forms part of the overall MEAL system.
• Analyse the context and community preferences to design information sharing, Feedback and Reporting Mechanisms and child and community participation initiatives that are appropriate and inclusive.
• Ensure that accountability to children and communities and participation are integral elements of all aspects of the organisation’s approach to MEAL and programme implementation.
• Develop and/or adapt the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g. information sharing guidance and materials, feedback and reporting channel guidance, Feedback Handling Standard Operating Procedure, Feedback Database, child-friendly methodology guidance etc).
• Work closely with Programme Development and Quality (PDQ) and Programme Implementation teams to promote understanding of the importance of accountability and participation to achieving quality programming, and provide support to them to imbed accountability and participation across the programme cycle.
• Collaborate with Child Rights/Child Participation staff to support child participation programming and networks (including child-led organisations).
• Be a key link between the PDQ and Programme Implementation Strategy teams, to ensure that child and community feedback is promoted as a key tool in programme management and strategy development.
Programme Development
• With the Senior MEAL Manager, feed into programme and proposal design to ensure that resources for accountability and participation (budget and staffing) are secured.
• Advocate for consideration of prior feedback and learning from participatory processes during programme and proposal design.
• Oversee the use of resources to ensure that area offices are able to deliver on the accountability and participation minimum standards.
Programme Implementation
• Contribute to project level MEAL plan development and ensure all the accountability mechanism plan and activities are integrated throughout project implementation
• As required undertake technical support visits and offer remote technical support to area offices implementing accountability and participation activities.
• Maintain close working relationship with MEAL Coordinators to understand challenges and successes at field level and design / plan support required.
• Develop Quarterly Accountability Snapshot reports and support in SCHP reporting, QSA and AAP reporting, Program Key Performance Indicator (PKPI) quarterly reporting at national level.
• Plan and coordinate technical support visits with Roving Accountability officer and conduct and monitor accountability activities in the field level to ensure minimum accountability requirements are met at project level.
Staff and Partner Capacity Building
• Identify capacity building needs, based on SCI global MEAL competency framework, and develop and rolled out capacity building plan at field level, in CO and with partners through training, mentoring and coaching.
• Ensure strong understanding and application of the Core Humanitarian Standard (particularly CHS 4&5) through inductions and training.
• Foster an organisational culture, which is truly accountable to children and their communities.
Learning
• Work with the Sr. Research and Learning Manager to ensure that learning from accountability data and evaluations informs decision-making and program improvement
• Support the development and maintenance of learning logs to capture key insights from accountability mechanisms and field experiences, facilitating structured documentation and sharing.
• Assist in tracking the CO learning agenda, helping to identify and document actionable insights from accountability and evaluation activities.
• Contribute to regular knowledge-sharing sessions to disseminate learning from accountability data across the organization, aiding adaptation and innovation.
• Ensure the Project Evaluation, PDM , CO Learning agenda and relevant research incorporates accountability aspects to ensure that projects also generate evidence to explore challenges, opportunities and effectiveness of accountability in Myanmar.
• Conduct monthly data combination of accountability report from projects and make sure that data visualization app (Power BI) is up to date
• Contribute to quality evidence generation at project level and conduct monthly data cross verification from projects with KPI report and provide feedback to project MEAL staff
• Contribute to the analysis and presentation of feedback data and data from participatory processes to help inform decision-making and improve programme quality.
• Document context-specific good accountability and child participation practices and evidence (for example, how accountability processes have supported improved programme quality), and share these for learning within the country office and the wider Save the Children movement.
Support to Consortium Projects
• Establish and maintain accountability processes for consortium programs, ensuring partners meet consistent standards and adhere to agreed workflows.
• Collaborate with MEAL teams to implement accountability monitoring systems within consortium projects, analyzing data to identify gaps and areas for improvement.
• Participate in interagency forums to promote child-sensitive accountability practices, contributing SCI insights and approaches to sector-wide initiative

Child Safeguarding Responsiblities

PERSON SPECIFICATION
• Bachelor’s degree in a relevant field (e.g. Development Studies, Anthropology, Sociology, Social Work, International Relations, or related fields)
• Trained on Core Humanitarian Standard (CHS) – Desirable, not essential
• Experience in developing and Implementing CO Level Accountability and learning Mechanism( Essential)
EXPERIENCE AND SKILLS

• At least 4 years’ experience in related field ( coordinator level) and Leading accountability and Learning at CO Level and Consortium programs
• Experience of working with children and/or with disadvantaged and marginalised groups; proven experience of ensuring Children participation across MEAL cycle and specially accountability mechanism.
• Ability to engage in dialogue with people from diverse backgrounds and to advocate for attention to be paid to the voices of disadvantaged and marginalised groups.
